Frank Lowe Phalen (1859-1926) was born in Williamstown, New York, and died in Brattleboro, Vermont. He married Emma S. Phalen (b. Stephens) in 1880 and graduated from Meadville Theological School in Meadville, Pennsylvania, in 1886. Phalen was pastor of the Brattleboro Unitarian Church from 1888 to 1892. He then became minister of the Unitarian church in Concord, New Hampshire, from 1892 to 1899. While living in Concord, Phalen became well acquainted with Mary Baker Eddy and interviewed her in November 1897 to learn more about Christian Science. Although he was not a Christian Scientist, he preached in favor of Eddy and the Cause.

In 1898 he served as Captain Chaplain during the Spanish-American War in Company F&S of the 1st Regiment, New Hampshire Infantry. In 1899 he became pastor of Unity Church in Worcester, Massachusetts, where he served until 1905. Afterwards he became pastor of Unitarian Memorial Church in Fairhaven, Massachusetts, for seven years and was residing in the city from 1906 through 1910 before moving to New Bedford, Massachusetts, where he lived until 1913. He was appointed chaplain in Waterville, Maine, in 1914 but resigned in 1919 to work with the government as a speaker for Liberty bond drives during World War I. He became chaplain of the National Soldiers Home near Augusta, Maine, in 1921 and resigned in 1925. Phalen was a Freemason and member of Rising Sun Lodge in Adams, New York. He served as General Secretary of the New Hampshire Unitarian Association.
